I respectfully urge you to support Senate Bill 771, which would strengthen oversight of septic systems across Michigan. Protecting our inland lakes is both an environmental responsibility and an economic necessity for communities like ours.

Michigan’s lakes support tourism, recreation, property values, and drinking water for many residents. Yet failing septic systems pose a growing threat. The Benzie-Leelanau District Health Department reports that approximately 20% of septic systems fail when inspected, allowing nutrients and harmful bacteria to enter groundwater and nearby lakes. This contamination can contribute to harmful algal blooms, declining water quality, and unsafe conditions for swimming and fishing.

Proactive inspection and maintenance standards are a commonsense way to prevent pollution before it becomes far more costly to address. At the same time, we recognize that replacing aging septic systems can be expensive for homeowners, and we support exploring practical solutions that help property owners manage these upgrades.  The bill, as drafted, contains some funding for low-income households.  Additionally, the Michigan Saves Septic Replacement program provides low-interest loans.

Michigan is the only state without a statewide septic code. Senate Bill 771 is an important step toward protecting our lakes, our economy, and public health.
